On January 22, 2021, the President of the Board of Governors Raphael F.L. Rebucas administered the Oath of Office to Governor Samantha M. Hall, who was confirmed by the selections commission to fill the vacancy created by the resignation of Governor Alexandra E. Short.
Following Governor Short's resignation on January 4, the selections commission nominated Samantha M. Hall to fill the vacancy until November 8, 2022. Governor Hall swore to uphold and defend the Constitution of the United States, the Constitution of the State of California and the Charter of the Young Leaders PAC.
"This day is not only a day to welcome a new leader to the dais. It is also a day to celebrate the legacy of my colleague Governor Short," President Rebucas told the Communications Department. "Governor Short's phenomenal track record of standing up for what she believes in, speaking truth, and fighting for the most vulnerable is one that will never be forgotten here in this institution."
The President went on to express his excitement in working with the new Governor. Governor Hall's swearing-in ceremony was followed by the swearing-in of Dr. Aura Imbarus as the Political Director, which effectively secured a women's supermajority of officers at the Young Leaders PAC.
President Rebucas and Governor Hall are the first two and only two practicing Roman Catholics to have ever served on the Board of Governors. The President of the Board of Governors called this "a step forward in erasing anti-Catholic bigotry in the United States."
